Hello. If the expiration date of my work permit is before the expiration date on my Non-B visa, would the earliest date actually negate both? (In case it matters, both fall sometime after September 26.)

Yes, the earliest date is the date that the office within your region is allowing you,
I do not have the time to type out over 70 different Ministry of Labor offices and after that over 70 different Immigration Offices, so contact the ones in your region if you want to know the exact date.
