What are the steps to change my visa from an education visa to a non-immigrant B visa in Thailand?

Hi to all, and thank you in advance for answering. 

I am about to apply for a non immigrant B visa (Woking in Thailand, have a job offer from an established company). 

I have a few questions and will be thankful for any info:

1: I am currently in Thailand on education visa. To my understanding is not possible to change from ED visa to non immigrant B visa. According to Thai government website I need to be on a tourist visa (or transit visa). 

Naturally, I will need to get out of Thailand and return on tourist visa. 

I have a visa exempt when entering Thailand. 

Does visa exempt considered as tourist visa?  (Will I be able to change from visa exempt to non immigrate B visa?). 

2: and to be sure: I can then apply for non immigrant B visa inside Thailand? 

3: usually approved application allows 60 days, in Thailand, then need to apply for work permit, then apply for a total of one year to work in Thailand. 

The agency working with the company offering me the job asked for 68.000 Baht for the whole process. Is this a rip-off?

The Company offering you the job should supply the paperwork needed for the Non Imm B. The cost for the visa is 2000bt.

ask yourself, why would they tell you that. Are you getting your job through an agency, or from the company itself? Have you actually talked to the employer?
