We are in Penang trying to get our new visas. We are switching to a teaching visa and had no idea we needed the criminal background check. Any advice on how to handle this here? What exactly is it that they want us to turn in? Thanks for your help.

Yes, I meant to go early (7am - ish) on a Wednesday.

CPA near ASOKE BTS. They only test foreigners on Wednesday. Their is currently a 6 week wait list for a seat so you have 2 choices:
1) go very early to register for a chance seat from a no-show.
2) go to Chiang Mai for your test. There is no wait list up there.
Does anyone know for the Thai Consulate in Laos, do they require either or both of police clearance from the applicant's country and Thailand?

For NES teachers they need to have their degree, transcripts, police clearance, passport and 2 passport type photos.
They will need 4 copies of everything.
Additionally they will need from the school:
- letter from the education office to authorize employment (in place of the letter from the labor office).
- contract
- School registration
- School director's ID.

Samuel Fila yep and I believe it's only if you're teaching K-12 aged kids not if you're teaching in a uni. BUT on that i'm not sure.

Unfortunately I can't :/ because most people who get offered jobs for teaching have either the school or the agency they work thru compile their documentation to apply for the 90 day Non-B visa from a thai consulate in a nearby country. I don't know what is all in that packet of documents.
All I knew was the thai consulate in Penang now wants a police background check from both the country your passport is from and from thailand to issue Non-B's for teaching.
Other consulates want one or the other not both.

You are not going to be able to meet the requirements for the documentation for a 90 day Non-immigrant type B visa <- (what you call a teaching visa).
I'd get a single entry tourist visa so you have enough time when you come back into the country to get all your documentation correct and go to the consulate and try again for the Non-B.

In Penang you need a police background check from your country AND from thailand.
