TLDR : Answer Summary
Norwegians can travel to Thailand under a visa exemption, which grants them a 60-day stay without a visa. To apply for a 30-day extension, they need to present their passport and boarding pass at the airport to immigration. While not requiring a Visa on Arrival, travelers should check with their airline about any necessities like proof of onward travel.
Om du är Norsk och reser med Norskt pass så får du 60 dagar visumfritt.

If your passport is from Norway then you do not qualify for Visa on Arrival. You can receive visa exempt (not a visa) and you can apply one time for a 30 day extension.
Just hand your passport and your boarding pass to the immigration officer at the airport and they will give you your 60-day stamp.
Your airline might require you to show proof of a flight out of Thailand within 60 days of arriving. You would need to check with them if they have this requirement for people flying to Thailand without a visa.
