Do I need a CEO or can I get Visa on arrival and do I need 100000 thb in a bank account. Please help on this island internet is limited and brown outs are a daily occurrence.

You are better off going to Phuket for the sandbox at least you'll have a bit of freedom without losing your shirt on an asq quarantine we stayed at the Marriott in Merlin Beach and for the two of us it was $855 for 14 nights including food not including the covid tests.
it was absolutely wonderful we paid $2,400 in a two-bit Hotel quarantine last November with our covid test we paid $1,250 to stay in Phuket on the beach have a wonderful five-star Marriott Hotel choose Phuket it's worth getting the vaccine
