The thai consulate in Sydney has a new pop up when you go to their website saying they will go live on the eVisa website for online applications on March 19th
AND
they say they will only accept applications from people who live in NSW after that date
They say you can apply until Mar 9th the 'old way' (the way they do it now)

you have applied by EMAIL with the sydney consulate for a while, (they haven't had walk in traffic) then you were approved and send your passport, payment, return post envelope, and application to them, they put the visa sticker in your passport and mailed it back
AND
you can still do it that way IF you apply before Mar 9th, BUT on the 19th they will go live with world wide Thai eVisa system (that europe, china, and the west uses) and then you apply ONLY thru the eVisa online system, You apply, upload your documents, pay and they email you a PDF that is the visa
and Adelaide lol as I use to use them. maybe Sydney was getting to busy and as they only a consultant, want everyone else to use embassy in Canberra. Plus I think the word got out that Sydney was easier and less requirement than Canberra haha
