TLDR : Answer Summary
The requirements for obtaining a Non-O marriage visa from Thai embassies in Laos and Vietnam vary by location. In Vientiane, an appointment is necessary while Savannakhet allows walk-ins. Required documents include copies of the marriage certificate, ID card of the Thai spouse, and a filled application form among others. In Vietnam, particularly in Ho Chi Minh City, no appointment is needed and no bank funds need to be shown; however, specific documentation such as a letter from the Thai spouse and marriage certificate copies are required. It's suggested to verify the specific requirements of each consulate as they differ.

okay, this is getting out of control. DIFFERENT CONSULATES require different documentation to issue visas. CHECK the website of the consulate you're applying at OR make a post saying you're thinking of showing up at xxx consulate and ask if anyone else has gotten the visa you are wanting there before ...

Just back from KL and thats a mess there..... Demanding bankstatement even for 3 months., and need to book appointment.

I would hardly describe KL as a mess. The requirements are clearly stated on the checklist and requirement for bankstatements is there also.
You went fully prepared, for over 1 year you need an appointment in KL to apply for a visa. You need to fill in the Checklist for even more years and you need an appointment to pick up your passport the next working day.
Always amaze me, if i print out a checklist at home, tick the boxes that other claim it is a mess, I needed a bank statement when I applied. You could know this before you left your room.

Each consulate has different policies. KL's policy is different then Savannakhet.

Robert *******
Vientiane you have to make an appointment
Savannakhet is a walk in service
Non Immigrant O based on marriage Savannakhet or Vientiane.
Copy of:
front&back of the original marriage certificate
front&back of your thai wife's i/d card
thai wife's house book listing
data page of your passport
lao visa and entry stamp
2 passport sized photos
a filled out application form
Show the original wedding certificate
you sign everything with your name on it, your wife signs everything with her name on it meaning you both sign the marriage certificate
Those things and 2000 Thb get you a 90 day single entry Non-O visa based on marriage.
Or 5.000 Thb and you get the 1 year Multiple Entry Non Immigrant O visa based on marriage only at Savannakhet.

Please note on your last exit, return before the expiry date (or on the actual date) on the visa, this will gain you a further 90 day entry. You will not have a valid visa but will have permission granted to stay in the Kingdom for 90 days as per the border stamp.
Robert *******
AS you can read, Single Entry once 90 days for 2.000 Thb and 1 year Multiple Entry only in Savannakhet for 5.000Thb and you can enter as much as you like until the valid until date on the visa and get 90 days of stay. There is no 90 day report as you are not allowed to stay longer than 90 days inside the country.

Only Savannakhet and HCMC do not ask for bank statements, all the other consulates do ask for bank statements
