TLDR : Answer Summary
When extending a Non-O (retirement) visa in Jomtien, there is no health insurance requirement for the one-year extension. However, you must have 800,000 THB in a Thai bank account in your name or provide a financial statement from your embassy.

***he is a U.S. citizen (by his profile) so there won’t be an embassy affidavit of income. He will definitely need to use the 800,000 THB deposit method in the first year
***he needs to open a Thai bank account immediately after entering
***there is NO NEED for proof of foreign source for the minimum of 800,000 THB in his Thai bank account when applying for the 1-year EOS
*** for the application to the “1-year extension of stay based on retirement”, he needs proof of a 2-months seasoning, though
that's good to know about the no proof of overseas funding. I've had a bank account for more than 2 years and proving that would be a lot of paperwork. I just added to make it 800k, so will have over 2 months "seasoning"
