do U.S. citizen tourists entering Thailand need to apply for anything online post covid time or I can just fly in and get a visa on arrival?

US citizens do not qualify for visa on arrival, they qualify for visa exempt. You don't need to apply for anything to receive the 30 day stamp.

 Yes. But if you don't have a flight out of Thailand within 30 days, your airline might not let you board your flight to Thailand.
