I have a flight out of Thailand on May 24th the same as the date for my 90 day address check.
Do I have to notify my address before the 24th?
Or am ok to leave without doing this with exit and entry permits and the 90 days resets when I return?

You can be 7 days late reporting I never do my flight leaves 5 days after still 2 days grace.

thats it. Not much hassle to do it just before you leave, just to be sure. The date given for the next report, no need to do as you'll be due 90 days after your return.
there is NO grace period for if you're leaving within a week of the due date ๐
You are confusing the window of opportunity to apply for a 90 day report in person (from 14 days before down until 7 days after the due date) with you leaving the country.
IF you are IN country and you have a 90 day report due you do it. No matter if you leave the following day that's how the rule is really written. More than a few people have thought there was a 7 day grace period like you and were fined 2000baht when they came back and went to do their following 90 day report because the officer saw they had a report due before and left after that due date.

As you are leaving on day 90, you do not have to report that you are the 90 days in Thailand.
On the other hand, with the new website it takes a few minutes.
And yes, on return in Thailand you start counting again with day of arriva as day 1.
