ORIGINAL POSTER
Have there been any same-sex couples with a Thai Marriage Certificate either from a District Office in Thailand or a Thai Embassy/Consulate successfully applied for and received a Non-O E–Visa based on Marriage to a Thai at either a Thai Embassy/Consulate or changed their Thai Visa in-country; or applied for an Extension of Stay based on Marriage to a Thai??

Also, how is the exception to financial requirements of a foreign wife married to a Thai husband being treated with same-sex couples??

TLDR : Answer Summary
There is interest in whether same-sex couples with a Thai Marriage Certificate can successfully apply for a Non-O E-Visa or an Extension of Stay based on their marriage to a Thai national, as well as how financial requirements may be affected. Initial comments suggest that while there have been no confirmed reports of this being possible at immigration, some embassies may allow it based on the country's recognition of same-sex marriage. It has also been noted that if granted, same-sex couples would likely face the same financial documentation requirements as heterosexual couples.

I would be surprised if the financial requirements will be different than :

Anyone married to a Thai wife : 400k

Man married to Thai husband : 400k

It will be possible to do incountry at Thai immigration.

This is reported from Phuket.

All of the documentation requirement remains the same.

It is reported that the foreign spouse will have to prove the financials regardless of male or female.

I have not heard or seen that it is has been tested yet.

No reports yet. Likely not possible at immigration.

It has always been possible at some embassies if the country the embassy was in allowed gay marriage. You would need to check with your embassy.
