Suppose I fly to HCMC and apply for DTV using the HCMC embassy. I submit documentation that I'm in HCMC, such as hotel bookings.
While waiting for the application to be approved, I fly to Hanoi, which is under the jurisdiction of a different embassy, but still within the country of Vietnam.
Is that allowed?

And which jurisdiction is Hanoi under ? The Embassy of Thailand is in Hanoi. The Consulate of Thailand is in HCMC ...both HCMC and Hanoi are in the same country
actually my understanding is the opposite, but maybe because my impression was from the time before e-visas, where your passport was kept by the embassy for physical endorsement, and thus you couldn't travel anywhere that needed your passport as ID to travel.

Ryan Brosch that's not the reason but nevertheless would be a problem were they to do so. This warning is from the embassy in the Netherlands but everyone should heed it
