Regarding visa extension based on being married with thai wife. During the time I am under consideration stamp, can I travel outside Thailand and come back before this time under consideration finish?

Okay I think we're having a dis-connect on things š®
There are TWO totally different things required to get a "year marriage visa" in thailand.
If you are doing the process ALL in country you first apply for a 90 day Non-O visa based on marriage to a thai.
This is the one that requires a minimum number of days left on your current free entry stamp, tourist visa entry stamp or a 30 day extension from one of those.
You show up, apply, pay the 2000baht and you get a receipt that says to come back on xxx date and get your "results". During THIS period you CANNOT leave the country, there is no leeway on this, you exit/re-enter it cancels everything and you start over.
I don't know any office that puts a stamp IN your passport for this, the return date is on the receipt for the 2000baht that you paid to apply for the visa
You then return to the immigration office on that date, get the Non-Imm visa and a new 90 day stamp inked in.
You then wait until you have about 30 days or less (some offices are 45 days or less) and go back and apply for the year extension for 1900baht.
This gets you an "application for extension under consideration" stamp in your passport that is usually for 30 days (bangkok now does them only for 21 days now)
This under consideration stamp is the one you CAN leave the country on. IF you buy a re-entry permit (which as I said is good only for the under consideration stamp) AND if you return to thailand on/by that date so you can go back to the immigration office and get the year extension inked in.
So two completely different things, the initial visa application <- which during you cannot leave and the year extension under consideration period <- which during you can leave IF you buy a re-entry permit and return before the date the stamp runs out

You didn't mention which Immigration Office your application rests with.. I'm currently in an 'under consideration' period in CM for a non-o married visa.. they have made it clear that i CANNOT travel out of Thailand until my extension is stamped in my passport.. i had a home visit yesterday from an IO and clarified this with him again.. he said that any travel during this period will disrupt the process and I'd have to start again! Ps. This had nothing to do with having a re-entry permit.
strange I think you might have had a lost in translation moment, and that they wanted you to know that you couldn't just leave without a re-entry permit or being back by when the under consideration runs out.
BUT
dunno really, I can assure you there is NO rule at all about it in the books

Yes you can travel make the re entry permit before the departure

you buy a re-entry permit once you get your under consideration stamp <- and that is valid ONLY thru the under consideration period
AND
you let the immigration office know you're going out of the country in case your office does an in home visit
Tod Daniels my husband was told this morning by immigration to get a single entry visa at airport before he leaves. Recieved ā under conderation stamp this morningā, but he needs to leave country for work before we will get the year permit. They donāt do it at Chaengwattana, was told to get it at airport. So where is Immigration 1 at airport?

and the reason you wouldn't tell the officer who you applied for the extension with that your husband was leaving during the under consideration period was why? What if they call to schedule a home visit?

Tod Daniels because my husband did not know that he has to let immigration officer know about travels. Last year we just ask IO what permit does he need to travel during period under consideration. Unknowingly we informed him. So, we were not good informed and just thought it was ok he can travel, not knowing that you actually have to report it to officer as if to ask permission.
well if they're not gonna do a home visit you'll be okay, and there will be no issues. It's only if while your husband is gone they call and want to visit your house for the home visit that you will have to explain he's out of the country and will come back on xxx date
Should still be okay, just be ready to talk to them IF they call for a home visit

Tod Daniels but now another question arisesā¦.. we asked a random immigration officer at Chaengwattana and not the officer that help us. So, she is not notified. May this be a problem? My husband are leaving on Sunday. I saw your AND in answer above. Is it a new procedure where you let the immigration office know before you leave?
He had same thing last year, but it was mentioned to our Immigration officer that helped us and we got re-entry visa that same day from Chaengwattana. Do they make a note of it on system?
There is a desk that sells the re-entry permit next to the immigration lines for stamping out in Zone 2 i believe. If you go to a different zone, you can ask the IO officer who will tell you where it is and you can go the office after stamping out and get the re-entry permit
