I want to extend my 15 days visa on arrival (India) but Indians are only allowed to extend by 7 days, so would it be considered as a visa extension or would it be an extension denial stamp on my passport?

TLDR : Answer Summary
As an Indian citizen, your 15-day visa on arrival in Thailand can only be extended by 7 days. However, if you apply for this extension and are denied, you will receive a stamp in your passport indicating the denial, requiring you to leave the country within those 7 days.
If they allow you to apply (some offices won’t) your application will be denied, with a stamp saying as such in your passport. With such stamp you have 7 days to leave the country.
I understand your reasons for wanting to stay but I'm not sure that would be enough to be granted a covid extension. You may as well try though. Can't see you've anything to lose by asking
