Can I apply for a re-entry permit during the second year of my Non-OA visa after it has expired?

I'm holding a multi-entry Non-OA visa. I understand that if I were to exit and re-enter the country on or before that expiry date of my initial stamp, I would get stamped in for a second new year, the expiry date of this second stamp will be until the expiry date of the mandatory health insurance coverage for this second new year.

Essentially, getting two years of stay out of a OA visa that was valid for one year. 

My question is during this second new year, where my initial multi entry non OA visa has expired, can I still apply for a multi entry permit for this second new year so that I can still travel in and out of BKK during the second new year so that my second stamp will not be void? if yes, can I apply them at the immigration office instead at the airport?

you are close to understanding it correctly.

It's NOT the initial entry stamp that has any relevance on whether you get stamped in for another year or not 😮 It's the expiration date of the VISA (sticker or PDF file) that matters. 🙂

Enter the country just before the VISA expires gets you another year entry stamp OR as long as your mandatory health insurance is valid for (up to a year)

You are correct that once you get the 'free' second year and your visa runs out should you want to exit/re-enter you need to buy a re-entry permit or you will cancel your stamp when you exit.

You can get the re-entry permit at the immigration office which serves the area where you stay or at the airport before you fly out. Doesn't matter at all
