Can French and Portuguese passport holders extend their stay in Thailand and apply for a visa in Malaysia?

Looking for current info for some friends on French and Portuguese passports, want to stay longer in Thailand, on 30-day exemption now. Can they get a 30-day extension in Samui and then go to Malaysia and apply for a 60-day tourist Visa? Any advice or requirements as stamp runs out in a few days and immigration closed the 5th, so they need to plan if they need a border bounce, Penang trip, or just a hop to immigration in Samui!
