The countries that get 30 day visa waiver entry are (Hong Kong, Vietnam, Macao, Mongolia & Lao) <- those countries recently were allowed to get 30 day extensions on their entry stamp.
Russia used to get 30 day visa waiver but they now get 90 day entry..
While Tod is most likely correct, some immigration office might not have gotten the message. So my suggestion is, to apply at the most earliest convenience and not wait till last days.
EDIT: so you can consider to try another immigration office. On the other hand, I'm not aware that a "border bounce", aka leaving the country and coming back same day or a few days later would be a problem.
You can do that two times in a calendar year, and the year is closing quickly ๐ already.
