I told you already you can. Apply online! Just put in flight number TG921 (Thai airways fra-bkk). They email the visa to you!!!
you're not lying to them! When I apply for a visa I don't book a flight beforehand. If the visa is granted, then and only then, I book a flight!!! If they're asking for flight details on the application I always fill in a flight number! They would have a lot of work to do if they were checking every applicant with the airline!

the internet doesn't care where you are. But it's always the nearest embassy to you that's responsible for you! That's why you put a flight number in that's leaving the country where you apply for the visa!
so you are lying to the evisa system, saying your IN your home country and then again by giving a fake flight that originates from your home country to thailand even though you're sitting in Cambodia?

You are not supposed to, there was one lady came unstuck because they asked for flight details and she put her flight from India instead of UK where she said she was applying from. So never done one personally but suppose can just put a flight number or get one of the dummy ten dollar tickets if requested.
