1 - What date can I first apply for spouse?
2 - What time do Phuket immigration open their car park?

Thanks, in Phuket you can apply in the last 45 days of the permitted up to date for a new Extension of Stay.

But okay, Your Non O retirement ends on 4 May 2020.
What do you mean with a Non O retirement, is that a sticker you got from the Thai Consulate before you made your way into Thailand?
Or is this a stamp with in the second line Extension of Stay is permitted up to 04 May 2020 and a small extra stamp "Retirement"?

To my knowledge, a person can not get a visa inside Thailand. Are you getting a new stamp in your passport saying"extension of stay based on marriage"?
If you're getting a sticker, you'll have to leave Thailand, buy a non-o visa based on marriage, and then apply for an extension of stay based on marriage.
