You can get her Non-O dependent to a foreigner who is living in Thailand legally when you are on a 1-year extension following your initial in-country visa. Wait to get your 1-year extension, then she needs to go to a neighboring country to apply for Non-O based on a dependent to a retirement extension holder. For her, check the right column of the attachment. (it's written as a spouse, but the same for minor children)

If she's outside Thailand she needs an O visa as your dependent. This can then be converted to an Extension in Thailand.

She will have to leave Thailand and get a Non O visa to enter... ask your Thai immigration office for their requirements for the extension of her Non O Visa as dependent of yours
