TLDR : Answer Summary
Juan Carlos and his wife, a Spanish couple planning to retire in Thailand, seek information on the Retirement Visa, including costs and requirements. They currently reside in Phuket. Comments outline that they need to apply for a Non-O retirement visa from a Thai embassy outside of Thailand, preferably from Spain, and describe the process of maintaining a minimum balance of 800,000 baht in a Thai bank account for specific durations to qualify for the Retirement Visa.
NON-O RETIREMENT VISA RESOURCES / SERVICES

1. You need to obtain a non-o (retirement) visa from Thai embassy out of Thailand. if you will depart directly from Spain to Thailand i would suggested you to apply it from Thai embassy in Spain. The non-o visa has valid 3 months
2. You and wife enter to Thailand with non-o visa and open a bank account with balance up to 800,000 baht. When the bank balance 800,000- stay up to 2 months then you will be able to apply for a 1 year retirement visa (only the first year you need to show the balance up to 2 months. For next year the visa extension you have to show the balance up to 3 months)

Just to correct point 2. If you are in Thailand you can apply for an Extension of Stay based on retirement at a local Immigration Office, it is not a retirement visa. You do need the 800.000 Thb as mentioned on a bank OR an income statement from your Embassy of 65.000 Thb a month OR a combination of those two with a minimum of 800.000 Thb. Your partner can than apply as a dependent on your Extension of Stay.

You do not need a criminal record for the Non Immigrant O visa, can get inside Thailand at some Immigration offices or at Consulate/Embassy in neighbor countries. The Non Immigrant O-A visa, can only be obtained in country of residence and needs the criminal and medical record.

You start with a Non Immigrant O visa based on retirement. Not sure if you can get that in Phuket, if not you have to visit an Embassy or Consulate.

That does not exist, or you are in Thailand with a 30 day Visa Exempt Entry (entry without a visa) or on a Tourist Visa that gives you 60 days on entry.
