there's no such thing as a rule "in Thailand" because every department and even every office gets to make their own rules.
So while most immigration offices do take an hour off every day for lunch, I know the Department of Land Transport office in Chiang Mai does not. But I can't say if that's the same at every DLT office because maybe some have a different policy.
