I have a NON-IMM OA retirement visa that I have extended every year for a couple of years. 2 years ago they started requiring an insurance for this type of visa with a minimum of 40K outpatient and 400K inpatient coverage which I got. Recently I received an email from my insurance company saying that now, due to covid, the requirement is to be insured with a 3 million coverage which demands much higher premiums ! I am surprised as I thought they had abandoned that requirement ! Can someone confirm !

Most offices allow you to apply when you have 30 days or less left on your current stamp. Bangkok and a few others allow you to do it when you have 45 days or less left on the stamp

what I meant is getting a Non O versus the Non OA is better since on the Non O you do not have to exit every 3 months and do not need insurance and this is of course after you leave And reenter under vida exempt on a 30 day stamp
you could also exit the country, re-enter on a visa exempt entry and go to your immigration office and apply for the in country 90 day non-O visa for 2000baht
Why would it be my "best option in the long run" ? Going out of the country every three months is not convenient and expensive ! Wouldn't a one year NON-O gotten at the Bangkok immigration after having gotten a 3-month NON-O overseas be better ?

you need to have the 800K baht transferred in from abroad into a thai bank account in your name only to get the 90 day Non-O and then it has to be in the account for 2 months to get the year extension

So I have to get the 3 month non-O visa before getting the 1 year non-O visa ! Can't I apply for the one year O on a tourist visa or on a visa free 2 weeks or 1 month entry stamp ?

And if not, that they have to be transfered from overseas only once I am back in Thailand on a 3-month NON-O visa and that it has to be there at least 2 months before extention application date ?

You have 2 choices
exit the country and get the Non-O visa from a thai consulate BEFORE you come back (when you'll get stamped in for 90 days)
OR
you exit/re-enter without any visa (come in on a free visa exempt entry) and apply for the Non-O visa at the immigration office as soon as you get back.
The year extension process on either option is the same you need to show the 800K baht has been in a thai bank account in your name only for 2 months before you apply for the year extension
Can the Non-O visa from a thai consulate be done anywhere (like Penang or KL) or does it have to be done in my country ? The reason I ask is that a friend of mine was first refused the 3-month NON-O at the Thai embassy in Phnom Penh as they suspected him of being a tourist in Cambodia. It is only when he showed them that he had a company in Cambodia that they agreed to grant him the visa.

To be honest, there's no need spinning your wheels trying to find a consulate that will do it and where you meet the requirements
You're on an OA now, just exit/re-enter on a visa exempt entry. Then get the bank letter, the updated bank book, the correct documents and go apply at the immigration office for the 90 day Non-O visa. Most offices require you have 15 days or more left on your entry stamp. SO if you come in on a 30 day visa exempt you need to get your shit together and go apply pretty fast, but it's totally doable especially seeing as you've already got the funds, etc and are ready in that regard
as you are on an OA I think if you go the "get the 90 day Non-O inside the country they won't have any issues showing your bank account now that has the 800K in it at the immigration office.
a year long multi-entry Non-O visa that you get from a thai consulate before you come here is good for a 90 day entry stamp, that's it,
when that 90 days runs out, you go to the border, stamp out of thailand, stamp in&out of another country and stamp right back into thailand to get another 90 day entry stamp. You do that for the validity of the visa (12 months from the date it's issued) IF you time your bouncing correctly and you do one final bounce out/back before the visa itself expires you get one last 3 month entry giving you almost 15 months stay (in 3 month increments) on a visa that is valid for a year

YES...as always. Health insurance is required for the OA visa and its Extension of Stay in Thailand.
The health insurance policy required will change in September 2022 to the amount of US $100,000 or more ..3 Million Thai baht.
It can be from any insurance company. IF not a Thai insurer, a Foreign Insurance Certificate will need to be submitted along with the insurance policy at time of your application for the one year extension of stay as retired.

the 3 million Baht back door was created in hindsight that expats older than 75 years old could be kicked from a private insurer, and then would be unable to sign a new contract with any other insurance due to old age. For these, the 3 million Baht bank deposit is the alternative to having to leave Thailand because being unable to get the mandatory health insurance
the wording of the police order. The novelty is, you can by now choose a foreign insurance for the Extension out of an old Non-OA, and you can circumvene the mandatory insurance with a deposit of 3 million Baht in your Thai bank account

Insurance requirements for a 1-year extension based on retirement from Non-OA entry will be increased this September and it has nothing to do with Covid.
You are mixing the insurance requirements with the one for ENTERing Thailand during Covid chaos that had been lifted.
