Yes, the Verified by Visa or Mastercard checks the billing address verses the account information, the E Visa system does not provide the Billing Info so it will fail. Call the credit card fraud department and they will authorize the charge.

So did I, I had to use my PayPal account to process my credit card
I was in USA and I called my credit card company, but they said it was being stop by Bangkok Bank in Hong Kong. The embassy uses BKK Bank. Try calling the bank.
