Does anyone know if it's possible to still get a re-entry permit at BKK airport? I know this was possible pre-covid and curious if anyone knows it's still possible, and if so, if they are open 24 hours or not (my flight is at 11:55pm). Thank you!

Hey dear, I just did this at the BKK airport a few weeks ago, end of June. No problems whatsoever. I think I did it around 10PM ish (my flight was at 2 AM).
but as yours flight is quite a late flight. I would make it know soon as possible at the airport you need a reentry permit like others have said. But give yourself plenty of time and preferably have all the paperwork done.. and you save them work and yourself เธฟ200
and it is at "departures 2" behind the security check but before the immigration desk. In case the counter is not manned, ask the Immigration officer, and they will get somebody to service you. It is 1200 Baht for the single re-entry permit

Even if you have a re-entry permit, you will still need to get a CoE. The embassies are not selling the CoE for studying Thai language, for example. It also isn't cost efficient to get a re-entry permit for a visa exempt either.
What visa type do you currently have? This can not be acquired for an STV

I imagine the re-entry permit counter is still open at BKK. You will need to let the people at the immigration desk know you want to get a re-entry permit. If there is no one at the counter, they can get someone. The cost is 1K THB, or 1,200 THB if they fill out the paperwork.
