TLDR : Answer Summary
Applying for a re-entry permit for a Non Ed visa can be done either at the airport or at immigration, and experiences vary. Many expats find it easier to do at the airport, particularly at Suvarnabhumi Airport, where it typically takes just a few minutes. However, if you have other business at immigration, it can also be done there conveniently. It's recommended to consider the specific airport's hours and services, as these can vary across Thailand.
If you're in Bangkok it's much easier to do it at the airport I would say. Just allow an extra half an hour (though usually it's done in 5 minutes)

Both are simple, but if you don't have another need to be at immigration, the airport is fine. No need to make a special trip. I've never waited more than a few minutes at the Suvarnabhumi re-entry permit desk. But if you're at immigration for other reasons it's also simple to get it done at the same time.
