Since a valid Pcr negative test is required before arriving and then this needs to be uploaded to Thai pass, how long do they take the process ?

it's clearly not a requirement for TP approval - IMHO, they're giving out incorrect info

It doesnt need to be uploaded or submitted to Thai pass. Print out results of test the airline will check at departure and health authorities will check on arrival
