almost any other country in Asia except the thai consulates in Hong Kong, Singapore, China or Japan 😮

not necessarily. Look at the Thai Embassy or Consulate website where you are going to apply for the DTV visa for their requirements.

Their website quotes 7 working days BUT it also says it only processes applications from those with a right of residence in Hong Kong. Assuming you do and they process your application you need to remain there until the process completes
