How do I get a tourist visa so I can stay in thailand 60 days without making a visa run? I’m in the U.S. Is it true I have to get it from the Thai embassy in Washington DC? Anyone have the direct link to sign up for it online? Yas I’m aware they not letting tourists in at the moment!

Can u still get the 30day exemption stamp on arrival if u have a valid COE ?
First, put the time circuits on. Then select a date in the future when Thailand allows tourists to come back, once that has been accomplished. You will get your specific answers.

Under "Normal" circumstances (pre-covid) you could just arrive on a 30 day exemption then get a 7 day extension. You can also apply for a 30 day extension if here legally. Now, however, I would suggest getting a Tourist visa, which you can apply for by mail. (see link)
And if you have a flight booked after your 30 day extension expires, they will give you a further 7 days to cover you so you don't go on overstay and get fines. They use them for all sorts of purposes, not just refusals..
that’s just another use for them. I got a 7 days extension in 2006 when I was returning to the UK after my visa expired but I couldn’t get a flight before the actual expiry. I went to Immi, explained and they gave me a 7 day extension without a murmur.
The 1900 baht was a similar amount to the overstay fine would have been but it kept me legal and I didn’t get an overstay stamp in my passport which might have been a problem in the future
The link only states reasons you might not be able to stay in the country, it's a 7 day grace period. Immigration call it an extention refusal because you have no valid reason for your stay to be extended.

You may apply for the attached visa which is good for 3 months for 200.00 USD. It also allows one to apply for a retirement visa in the last 30 days of this visa. I got this one at the Houston Consulate, they no longer perform that service. Even pre cov19 they require much more paperwork (police background checks etc) than when I applied

I heard u get the tourist visa before u go for 60 days and once u get there u can get an additional 30 days. Not sure though
I do not believe you entered Thailand as a tourist any time in the last few months. Presumably you entered before this all kicked off and you are now on the visa amnesty.
