TLDR : Answer Summary
An expat from Iceland is seeking guidance on how to apply for a Thai visa from a country lacking a Thai embassy. They plan to send their documents to the Thai embassy in Norway by DHL but are anxious about purchasing tickets in case of visa denial. Recommendations include waiting for confirmation from the embassy, possibly booking flexible tickets, and noting the importance of the Certificate of Entry (COE) process post-visa approval.
good luck with that I've been emailing various departments in the Thai embassy in London asking for information and it's taken me ages to get a reply. Most of those didn't answer my questions and referred me to the website again both site and emails gave me phone numbers and extensions to call which had a recorded message telling me they don't transfer calls and advising me to go to the website!!!
My last three emails to different departments today have generated one response saying it would take

days to reply.
I've left it too late now to get there for Xmas with my friends ID advise you to start very early to get the process completed and deal with the incompetence.
the COE was also a simple process. You get your passport back with the visa take a picture of the visa and upload to the COE website along with insurance certificate and wait a few hours to a day. Check the process and if the consulate needs anything more they’ll state in the program. If approved you upload your flight info and then the COE is generated as quickly as a few hours.
