Does my wife need to show THB 20,000 each time she transits through Bangkok and how often can she do so?

My wife is flying from Jakarta to Bkk on the 5th. September and continues her flight from there next day to Barcelona after passing the night at the airport hotel. As there are two different carriers involved she has to pass Immigration on arrival in Bkk to fetch her luggage.

Three weeks later she follows the same procedure returning to Jakarta. She will fly four times a year that routes and holds a German Passport.

My questions are:

1. Does she has to show the equivelent of THB 20 k each time she is transiting Bkk?

2. How often can she use Bkk as transit airport a year in reference to the new immigration law?
