Can anyone tell me for sure if you can apply for one year extension 30 or 45 days before your present visa expire, in Jomtien Soi 5?

I went recently 31 days before and was told why have u came early . I said I can come up to 45 days before, she told me not here. They took all the paperwork but they did in the end take my paperwork.
in Jomtien , their policy is you can apply for the one year extension of stay within 30 days.
However , you can discuss it with the Thai Immigration Officers about applying for it within 45 days with special reasons for it. No guarantee, but I know that's been granted before.
