Can my friend enter Thailand on a visa exemption and then switch to an approved ED visa later?

Okay got confirmation from the O/P that it is exactly as I surmised (she applied online, and if it's not approved before her flight, she'll come here visa exempt, then after she gets it approved, bounce out and back to activate it)

) I read that post as the person is IN germany now and has applied ONLINE via the eVisa website at one of the consulates in germany for their 90 day ED visa <- which totally can be done with documentation from the school you enrolled in) AND they were wondering if the visa didn't get approved could they come visa exempt, then once the ED visa was approved and they got the PDF emailed to them they could bounce out and back to activate the 90 day ED visa.

Can she change the visa IN country no.

BUT

She can enter visa exempt on the 30 day stamp, wait for the eVisa to be approved (they will send her an email with the PDF file that is the visa) then she would exit/re-enter the country to activate the 90 day stamp

There is no way to 'activate' an eVisa once you're inside the country, you have to exit/re-enter to get stamped in on it
