Why apply for the Visa before you've even settled on your plans? The new evisas only take a few days to issue (if you're in one of the countries using the system)
not really depends to consulate my husband applied for visa a week already still on processing

Of course you can buy a refundable ticket. You also shouldn't need a plane ticket, just upload your expected travel plans, the US embassies accept a screenshot of the flight you want to take.
