As a rule NO it is not. They will issue you a 90 day single entry Non-O, then you get a 60 day visit thai family extension at the immigration office then you go back and get another 90 day single entry Non-O again. I know people who have done that process for years and years.
There was ONE verified report (I saw the visa) where a guy took his thai child and the child's thai mother with him to Savannakhet and he was able to get a year-long, multi-entry based on being the father of a thai child born out of wedlock.
That is the ONLY case I've ever heard of AND just because he was able to get it lugging his family there does NOT mean your experience would be the same.
