I am from Bhutan and right now in Cambodia with Cambodian visa. I am planning to fly from Siem Rep to Don Muang, coz my my flight back to Bhutan is on 3rd Jan. Will I get visa on arrival at Don Muang Airport?

According this list of countries Bhutan is on the list of Visa On Arrival. There is no 7 days to get out of the country, just because if denied entry he won't be inside the country.
This morning he went to Thai consulate in Siem Rep and asked whether he will get visa on arrival at Donmuang airport, They said he won't get ( May depend on country)
Now we have another question, Even if he don't get arrival visa, will he get 7 days to get out of the country from Donmuang? Coz, if he get 7 days, he will have enough time as he will be entering Thailand on 28th and flying out on 3rd Jan.
