Just need your expertise on this-I'm currently in Bangkok but planning to fly to the US for like 10 days to get vaccinated, etc. I will have a BOI visa by then with a reentry permit. I know you are supposed to apply for COE once you are outside of Thailand. I'm a bit worried that Consulate in the US may not issue me a COE before the departure flight. Is it possible to get approval before going to the US so that I get more time? Maybe I'm missing something-please let me know.

So 2 things, the vaccines in the US (in NJ anyway only Pfizer and Moderna are avaliable) require a minimum if 21 days between 1st and 2nd shot. You wouldn't be able to get vaccinated on a 10 day trip.
2nd, the COE is issued by email almost always in a few hours (within 24 hours by their policy) unless there's an issue with your documents.

btw, now that private hospitals have finally been allowed to order vaccines, some are doing just that. several in cm have announced orders for moderna, and will take registrations-- eont be long before the larger hospitals- here, bkk, etc, will be offering vaccines.

If going all the way to the US for a vaccination, why not get the ones evidence shows effective against a lot of the variants and doesnt cause blood clots?? will you need, to return to Thailand, additional insurance? or to quarantine??
