Can I enter Thailand on an exempt visa and use a 60-day visa for a later entry?

I would let them activate the 60-day tourist visa on first entry, then get a re-entry permit at the airport on your departure to Cambodia. That allows you to come back into Thailand on the visa, but does not extend the original departure date. To make the full two months in Thailand, you’ll then need to get a 30-day extension at an Immigration office.

If you have that tourist visa issued BEFORE you come to thailand the first time there's a really good chance that the officers at passport control will make you use it when you enter the first time.

In fact IF it's an eVisa <- the PDF that you got from a thai consulate in your country before you came here, they will automatically stamp you in on it and if they don't it will be voided.

If it's a sticker visa you could ASK the officer if you can stamp in visa exempt and show them your flight out and back to prove you're only here a few days before you leave and don't want to waste the tourist visa on this entry.

It would totally be up to that officer though and most people are required to use the visa when they stamp in.
