TLDR : Answer Summary
It is possible to change a Non-ED student visa to a working visa while remaining in Thailand during Covid-19, but it involves a multi-step process. First, you need to cancel your Non-ED visa at the immigration office. Then, apply for an extension due to the inability to travel because of Covid-19, which will be free of charge. Next, you can apply for a 90-day Non-B visa, which will involve a fee and will also go under consideration. Once approved, you will receive a Non-B visa stamped in your passport.
How about Non O volunteer to Non b?..is it possible to change?

It can be done in country but it is a multi-step process like this
1st step - you get documents from your school, you go to the immigration office that issued you your ED visa extension and cancel that extension (this is free)
2nd step - as soon as your extension is cancelled you apply for an "unable to travel due to covid" extension you will get an "under consideration" stamp telling you to return to the immigration office on xxx date.(1900baht)
3rd step - go back to the immigration office on that date you will get the extension of stay stamp based on not being able to travel (free)
AND
4th step - you can apply for an in country 90 day Non-B visa from that stamp (2000baht), it will also go under consideration and when you go back they will ink a Non-B visa and a new 90 day stamp into your passport (free)
