Read the DTV rules. It clearly states the main applicant needs to be over 18?20? years old. I can't remember the number, but it's written. I'm well over it π so didn't care much.

A youth could not apply directly for the DTV, it would have to be a parent who applies for their own DTV scheme, and then they would apply on behalf of the child using dependant status and quoting the parents approved DTV visa number.
