I am eligible for a year's OA visa. Can I apply if I am already in Thailand (without leaving) on 30 days exempt, or on a 30 day extension?

you may find the non O and yearly extensions off that may suit better as currently there is no insurance requirement for non O extensions. Obviously that could change in the future.
