Can I apply for a Visa on Arrival in Thailand if my tourist visa has not been issued yet?

Good morning, everyone I would like to get some advice.

We are taveling from Namibia a family of 4, we applied for tourist visas and have not recieved them yet and our flights are the 23rd of February will we have an issue to apply for a Visa on Arrival ?

As you will be able to prove that you applied for your tourist visa while you were present and also left from Namibia, you’ll probably be able to do a border bounce and activate your tourist visa when you receive it also if you need/want more time as well.
