Can you apply for a tr60 visa while not in your home country? I'm currently in India and my evisa gets submitted to the London embassy and they are requesting a flight from the UK to Thailand.

Evisa is like normal visa request but online. You have to use the consulate of the country you are in.
So you cannot use the consulate in London if you aren't in the UK, and they will require you to show a flight from where you are applying from to Thailand as proof.
