TLDR : Answer Summary
If you are denied a Thai TR visa at one consulate, it is theoretically possible to apply for the same visa at another consulate in a different country. However, having a visa with a 'void without prejudice' stamp may affect future applications, particularly at Thai consulates. It's generally better to face a simple denial rather than receiving a void stamp.
, sorry I gave you BAD information. Having a visa with a void without prejudice stamp in it WILL affect you getting another visa at least from the thai consulates around Thailand. You want to AVOID getting a visa with that stamp on it. It'd be better that the consulate just denied accepting your application rather than getting a visa with a void stamp on it.
