So, I know I've read multiple times that if on overstay, one cannot then get a new non b

However my local immigration office (Hatyai) has said that in fact I can, and advised my school to have me do that 

Just wondering if it's possible? It's sort of a moot point because it will be happening as of tomorrow in reality

NEVER OVERSTAY !

If you do you run the real risk of not getting the NonB visa you seek.

Has Hat Yai put it in writing that its OK to OVERSTAY and still grant you the Non B ? Doubtful...BE CAREFUL.

The rule is clear. You cannot apply for a new visa if you are on overstay. This is the top part of the requirements sheet on the immigration bureau site. If the officer of your local immigration office you are facing on your application gives you leniency or not is a totally different story.
