My partner can't physically go into the immigration office himself, am I able to apply for a 30-day visa extension on his behalf?

It's not possible unless he is in the hospital, you need to take photo of him in his hospital bed holding a News paper dated today, put in his chest and take photo at least 4side of images, then you need medical certificate from his doctor telling that he is not capable to go in Immigration and you go to immigration together with any hospital personal to justify that this case is genuine , if you comply this then you can get visa for your partner. But if you have other situation other than this.. immigration will not allow you to get visa for him. It already happened to my friend I am the one who go to immigration on behalf of him.

If he is not in the hospital, I think they will expect him to be wheeled there. Once there, you can fill out most of the stuff, and he signs. I hopped on down on a walker with a broken leg with my gf. Her and an immigration officer did all the work. I was told to "sit here and take care of my leg". Also note that applying for a medical extension is very hard to do. I was told by the officer that after this extension she just did for me, it would be easier to fly out and back in if I was ANY WAY MOBILE than try to get a medical extension.

if it's due to medical incapacitation it's possible to get an extension without going physically. Doctor needs to sign off on this that you can't turn up, it also needs photos/proof of your condition. It's relevant because that's one of the few situations you can get the extension without going in person. Generally, you need to turn up physically yourself and there isn't a way around this.
agencies will sometimes queue for you so you can come in just when you are needed, take the photo and go, but there's not generally a way to do it without physically going. One exception is if you are seriously ill in hospital and a doctor signs off on your incapacity, it is possible then but you need documentation and photos of your condition, it's not easy at all.
