Arrived Visa Exempt for 45 days Mar 28th from USA.  

Have had my own money in my Bangkok Bank account for over 6 months.  (450,000 baht). 

Can I directly apply for 1yr extension based on Marriage or do I need to apply for the “90 day Non O” first and then the 1yr extension?

You cannot apply for a 1-year extension from Tourist entry. You need to apply for an initial in-country Non-O visa based on being married to a Thai National (90 days) first. Then when your stamp remains 30 days or less, apply for a 1-year extension for the same reason.
