TLDR : Answer Summary
The travelers, who are vaccinated and residing in Thailand on a retirement visa, are likely not facing any restrictions for domestic flights, such as from Ubon to Phuket. According to comments from others who have traveled in a similar situation, showing vaccination certificates at check-in is required, but no other restrictions apply.
